This reminds me of driving down the A470 to Cardiff (the Welsh North-South connection- ha!) and passing fully laden timber wagons going in both directions. I thought, why can't they just turn round and deliver each others orders? Or even better, why can't the timber order be supplied by the nearest forest? Because of something to do with free trade, I fear.
